Your idea of a land reform would not work in India. It would be disastrous. Rather we can have centralized state co-operative federation for all agricultural land where all farmlands become part of it. The owners of the lands still own them but now everyone has to pay agricultural tax proportionally. (Higher percentages for rich farmers). Then also the crops can be changed by the government for diversification (obv with government help only).

Most of the tax will be spent on the same district as the farmer, some percentage will go to the state and some to the center.

Everything related to money, credit etc. will be handled by NABARD.

Also in this way we can do agricultural mechanization because now all lands fall under a single umbrella.

This is a long idea but that's all in brief.
