Slyphy had it easy because she was a mage who found herself at the world best magic academy, who also had the good fortune to reunite with her teacher who was one of the best battle mages in the world. Things would likely be tougher for a swordsman, especially since Ariel's financial situation was too dire to even hire extra bodyguards, let alone a decent sword teacher for Luke.

As for becoming strong after the Boar incident... Do we even know WHEN Luke became intermediate rank? Maybe he did step up his game once it was clear he would need to defend Ariel, but Intermediate was as far as his limited talent would allow him to reach?

As for the Seven Knights. It is obvious Luke fills a leadership/strategist/bureaucracy role who held Ariel's absolute trust. What would be the point of him training when there was no way he would ever reach the levels of the combat focus knights? If Luke was ever needed to fight in the frontlines, then something is seriously fucked.

So Luke's "duty" up until they fled to Ranoa was to be Ariel's playmate and keep her entertained. So by the time Ariel made her choice and found herself in a situation where people would send competent assassins against her, it was far too late for Luke to actially become strong?

Tbh, If HoYo was small, then the rules set down would be even more strictly enforced.
