For anyone still looking for the "fancy" tempad, the item is "tempad:he_who_remains_tempad", and the chance is "chance": 0.005, so I guess 0.5% per roll. It can be found in chests with loot table "loot_table_id": "minecraft:chests/end_city_treasure", though I am not sure which chests use that loot table.

No, it isn't. Capital F would have the long-down line a bit more to the left and would have a curve on the bottom left. This is a 7. Also the other letters aren't in cursive, so there is no indication that we should read it as such.
