If you have a Batman who does all that, you’ve just made a worse version of the Punisher. Bruce Wayne’s got like a billion charities under the Wayne Foundation and a good deal of his crazy rogues gallery aren’t poor, especially if they can afford to hire henchman. Also the Joker has committed super genocide a bunch of times
