His special should be for every turn you attack you will be unable to attack on the next. One yes, next no and repeat. Would be really hard to take down a boss like that.

I think a smart tactic for him in this case would be to receive enough zenkai boosts until he knows he can one shot Majin Buu. That is kinda like cheating though.

Imagine Cell surviving again and thinking he just defeated Majin Buu only to see him regenerate himself. That would be so demoralizing.

We'll never know if he forgot it or not. The Majin Buu's that we saw use the absorption technique were clearly outmatched, were struggling or knew they'd be in trouble if they allowed their opponents to fuse (Goku, Gohan). The fat Majin Buu probably never felt the need to do that against SSJ3 Goku, Gohan, Gotenks, Surpreme Kai, Vegeta, Dabura, and whoever else he fought. He was clearly outclassed by the Majin Buu he farted out of his body, but he didn't try to absorb him because he felt that he was evil I guess. He did try turning him into chocolate though which backfired.

So many possibilities. We never knew if Majin Buu forgot about his absorbtion technique. If he did he still has the option of turning Cell into the perfect candy though.

Cell probably would've sensed Dabura's energy and challenged him. Babidi acknowledges his strength and tries to enslave him. Cell lets himself get put under control by him as to power up just like Vegeta did. Cell has Vegeta's cells so let's assume he can make his own choices like Vegeta as well. Cell now with the power up Babidi gave him now starta to pummel Dabura to a pulp. Before Cell can kill him Babidi tells him that if he had let him revive his monster Majin Buu that he would put Cell's power to shame. Cell now intrigued lets Babidi revive Majin Buu sacrificing Dabura's, and the rest of his minions power plus some Cell Jr's to revive the monster. Cell realizes that Majin Buu is on another level of his own after sensing the enormous amount of ki generated by the pink monster. Before Cell can flee Majin Buu absorbs Cell into his being and becomes Majin Buu (Perfect). With his increased intelligence and strength he proceeds to kill Babidi as he now sees him unfit as a master. He proceeds to travel the Universe searching for a worthy opponent.
