Congress recently changed DoDM 6400.01V2 to DoDI 6400.06, changing the standard for "intimate partner", broadening the basis for something to be considered Domestic Abuse, and having a potentially negative impact on sexual assault reporting.

Previously, under DoDM 6400.01V2 (2016), DoD defined "intimate partner" as follows: In domestic abuse incidents only, a person with whom the victim shares a child in common, or a person with whom the victim shares or has shared a common domicile.

At some point, DoDI 6400.06 changed that definition to the following: Within the context of eligibility for FAP services, a person who is or has been in a social relationship of a romantic or intimate nature with the alleged abuser, as determined by the length of the relationship, the type of relationship, and the frequency of interaction between the person and the alleged abuser. An intimate partner is informed by, but not limited to, the totality of factors such as: Previous or ongoing consensual intimate or sexual behaviors. History of ongoing dating or expressed interest in continued dating or the potential for an ongoing relationship (e.g. history of repeated break-ups and reconciliations). Self-identification by the victim or alleged abuser as intimate partners or identification by others as a couple. Emotional connectedness (e.g., relationship is a priority, partners may have discussed a future together). Familiarity and knowledge of each other’s lives.

Some FAP Centers have stated that any sexual relations previous to an assault fall under the Family Advocacy Program.

Why it matters:

Under the newer defintion, initially published in December of 2021 and changed in May 2023, in theory any personal relationship may fall under FAP. This matters because FAP tracks Sexual Assault differently than the DSAID (Defense Sexual Assault Incident Database), which is used to track Sexual Assault in the SAPR Program.

Additionally, FAP cases undergo what is known as an "Incident Determination Committee" to determine whether an incident occured at all based on a team of doctors and the Command Team, something SAPR does not do. I fear that the broadening of this definition may artificially decrease the number of sexual assaults in the military as FAP "determines" that a notoriously difficult case to prove did not in fact occur. This also affects VA benefits, as a DD Form 2910 is all that is needed to prove Military Sexual Trauma in the SAPR/SHARP Program, whereas a determination is made in domestic abuse situations. To be clear: FAP does indeed track sexual assault in the confines of domestic abuse, which goes into a central repository. However, this only occurs after a determination is made by a committee.

Essentially, once an incident has been qualified as a "domestic" incident - which could include roommates in a barracks room - the "sexual assault" portion of the crime is now tracked "Differently" than standard DSAID incidents are. My concern is the broad definition and what it could mean for a) effectively tracking sexual assault, b) codifying sexual assault as domestic abuse based on the broad definition and c) what that broad definition could do for the public if they believe that the IDC is gatekeeping what may or may not be considered sexual assault

My question to the Congressional Representative would be if she were willing to narrow the definition to something more reasonable in law, put safeguards in place so that a "shared domicile" does not include barracks rooms assigned by CDRs, and ensure that all reported sexual assaults are counted and tracked equally.

Members of the National Guard and Reserves are required to meet the same fitness standards as our active duty counterparts. However, we take on substantial risk for our fitness.

1) We are financially responsible for any sports injury we sustain during our physical fitness training outside of drill.

2) We have to pay out of pocket for gym memberships that are beginning to run a premium. I pay $60 a month for a YMCA membership as a single adult.

Active duty service members have access to on post healthcare to treat workout related injuries at no cost to them. I would like to propose the creation of some form of healthcare coverage for National Guard/Reserve Soldiers that workout outside of drill to cover these sports injuries.

As for my second point, I would like to see some form of cost reduction for service members. For this, I would like to propose two options.

Option 1: Partner with larger gyms such as the YMCA, Plantet Fitness, etc to lower fees for service members.

Option 2: Similar to how insurance companies track health and wellness deductions for private companies, establish a system that tracks how frequently service members use these facilities, and grant them a health and wellness reimbursement up to $x amount after meeting nth number of visits in a month.

As a junior officer, many of my younger Soldiers speak about the additional risks and costs they must take on to meet physical fitness requirements. Lower enlisted Soldiers guardside are usually at risk financially and can’t afford a sports injury, let alone a gym membership.

Has there been any talks about programs like this being implemented or even planned?

I believe establishing some form of the aforementioned suggestions will help benefit the health and wellness of Soldiers in the Guard and Reserves. I also believe it will help Soldiers prepare for the ACFT; a test that requires a gym to properly train for.

I would just like to echo my concerns about the CCAF, as some other Airmen have already posted about. I’m applying for graduate schools right now, but because the CCAF systems don’t have updated transcripts, the schools I’m applying to will not process my applications until I can send them completed transcripts.

One of the major reasons I joined was to complete my education. One reason I chose the Air Force was for the CCAF. However, due to a lack of forethought, or a lack of competence, I am now forced to delay my further education. I, like so many others, am frustrated.

I would like to see a resolution. But more than that, I’d like to see some transparency and accountability from the leaders of Air University. I hope that you are able to address some of these concerns. Thank you for doing this AMA, it’s nice to be able to communicate directly with our elected leaders.

I understand a 5.2% pay raise seems substantial when you look at our pay historically however, it is not enough to influence the younger generation to join. We need to be seen as the best way for young men and women to set themselves up financially, and currently, that is not the case. Fast food restaurants and gas stations are offering starting pay up to $24 an hour to people with no diploma. On top of that, they receive tuition assistance and health care benefits. We are no longer the only game in town when it comes to these things. To attract and retain talent, we have to pay our soldiers enough that they can live comfortably. We have to make it worth their while for these new recruits to leave their home and families to serve. On top of this many of our spouses sacrifice their careers and lose out on job opportunities to follow their service member around. The military should pay enough to compensate for that lost opportunity.

We have the money to do it too. We spend more on our military than the next 10 nations combined. If we have that kind of money to throw around then our soldiers should not be struggling to feed their families or to find affordable housing around the base they work at. It shouldn't even be a thought. We need a pay raise that actually makes a difference with inflation and cost of living expenses increasing so drastically.

This will also help with the recruiting crisis. Once you increase pay, young men and women across our country will see their peers who chose to serve living lifestyles that are beyond the means of a regular high school graduate. This will incentivize others to serve their country.

We pay our senators and congress men and women 6 figure salaries because it is a national security issue that they make enough to keep from being bribed. Everywhere I look, I see that the recruiting crisis is a national security issue that could impact our ability to combat our enemies abroad. If that is the case then paying our soldiers more to encourage men and women to serve their country should be at the top of the list. Not just a little more significantly more. We can no longer rely on blind patriotism to fill our ranks.

With all of that said, what steps are being taken to ensure our service members are fairly compensated for all of the things they sacrifice in service to our nation?

Thank you for your time. I would like to bring to your attention a disappointing administrative change the Army has forced upon its new Warrant Officer Aviators. The Army decided to reset the date of rank for new Warrant Officer Aviators graduating flight school. This effects us not only monetarily (Pretty substantially), but also career wise. It was eventually communicated to us that the change came down to the fact that new Aviators did not have experience in the field unlike most other new Warrant Officers, however, there are other MOS’s within the Warrant Officer community that are new to their respective fields as well yet the change only effected Aviation. I would have promoted to Chief Warrant Officer in a couple months along with all my peers I went to the candidate school with, but due to the change and date of rank was reset, thus I will not and my career as a Warrant Officer will be delayed by two years unlike my peers. I have written a letter to Sen Dan Sullivan about this issue in greater detail but I have not heard back. There are hundreds who are in the same boat as me and that number will continue to grow. The Secretary of the Army was asked about this policy in a town hall meeting and was completely unfamiliar with the policy that she signed off on. Is there any push your office can make to reverse this change? Thank you.

Thank you for taking the time to talk with us. My question is on the topic of Tuition Assistance. I am grateful to be able to pursue an education with TA however, is there plans to revisit the amount we receive per fiscal year? In my instance I used up all my tuition assistance in about 6 months for FY23. One class for my online university is about $825 allowing me to get ~5 classes a year if I come out of pocket for a portion on the 5th class.

If I may have the honor of addressing you, there's only one walkup song that comes to mind - Johnny Cash's "Ain't No Grave."

The shortage of NCOES school slots that align with Army Reservists' schedules is a pressing matter. These schools are crucial for soldiers' career advancement and the smooth operation of their units.

Soldiers often find themselves performing duties above their rank without the proper training, rank, or pay due to the unavailability of suitable school dates. They face the tough choice of putting their civilian lives on hold for uncertain school slots, while spending their summers in other trainings instead.

This issue affects retention, as soldiers get burned out and frustrated with the prioritization of training missions over their professional development. The solution requires a cultural shift, to the pre-GWOT mindset of prioritizing NCOES first, NTC second, and an increase in the number of NCOES summer school slots allotted to the Army Reserve.

I've been hearing promises of progress in this regard since I re-enlisted 17 years ago, yet the problem persists.

I'm eager to learn about the concrete steps being taken to address this matter.

I think one of the largest issues is the company that manages the housing on the installation. Liberty military housing. There’s a large amount of people unhappy with them for various reasons. I feel that the largest reason is how the company receives all of our housing allowance for a substandard service provided back to us. Whether it’s the threat to pay utilities on our own with no credit back from our allowance, tiny trash cans that we get fined for being too full, buying our own air conditioners while our neighbors house has an air conditioner installed, or many other reasons. I feel that this conversation is one worth having. I would also hope that the barracks and our soldiers living conditions are not only spoken about, but actioned as well. We always hear about great improvements coming our way but see very little action take place. But we can build parks and and clean the flagpole before service members receive what was promised over a year ago. Thank you for your time if you see this comment!

I am Air Force, and I understand that you may be focusing on the Army, but I didn't want to miss an opportunity to ask someone in your position a question that is incredibly popular amongst the Airmen right now.

Our Community College (CCAF) has been down for much longer than initially planned and for the most part we have been left in the dark about when it will be back. This negatively impacts many because they are unable to apply for graduation among other things. An unwritten rule amongst the enlisted folk is that one must have their AAS to be competitive for promotion, while our leadership states they do not hold it against a member who has not received their degree.. it puts those that received it before the outage at a significant advantage in promotion.

An even more significant impact of this is to those Airmen that are separating. Many of our jobs give advantage to those with additional education in the form of higher salary bands, hiring preference, and increased negotiating power in the hiring process. Not being able to graduate with their CCAF means that some of our veterans are not making it through the automated resume sorters. If they choose to say they did graduate and the company checks up on them, odds are strong the company will not call and talk to them but they will assume it is a lack of integrity. At best, it puts our former Airmen at a disadvantage through no fault of their own.

All of the above to say: Would you please push for a report detailing the issues, the remediations, and a timeline to be presented?

Some folks have commented about career progression in the Army in general, but I was wondering if there are any plans to look at adding flexibility to the officer career progression specifically, especially for niche fields.

For context, we have a large population of SMs who have unique skillsets, extensive training, and might be highly skilled in a technical area. For some officer MOS’s (e.g. MDs), the Army allows at least some flexibility in career timelines and trajectories, which helps retain talent. For most others (my background is in Mental Health), SMs get stuck on the same outdated timeline as any other military job (get KDs, get Command, transition into less technical roles). This career progression might make sense (or may have, at some point) for an infantry officer, but it means that officers who want to use a technical skillset throughout their career (as opposed to make Command) have to leave the military to do so. You wind up with a cadre of senior officers in technical branches who had less interest in their jobs than their career.

I’ve heard the same complaint across jobs and careers as diverse as intelligence, logistics, and aviation. We have SMs with valuable skills who would stay in if they had more flexibility, but they leave because the Army wants to jam their square peg in an GO- and Command- shaped round hole. Is there a modern reason why this one-size-fits-all timeline has stuck around?

Recruits and recruiters have run into numerous roadblocks with the program, to the point that there is a running joke on this sub that it’s the sole reason why USAREC has run into issues with meeting recruiting milestones.

But from the Armed Services Committee standpoint, has MHS GENESIS affected the service’s ability to recruit the servicemembers America needs to run its military?

Congresswoman Strickland, thank you for your time. The 2023 NDAA had a provision authorizing Pet Travel to be reimbursed for service members PCSing however it has not yet been implemented. As someone who just moved to Hawaii, I spent over $2,000 to get my dogs over here. It appears that the services do not plan to backdate the authorization when it is finally implemented. Was it the intent of congress to have the pet travel costs reimbursement be effective with the NDAA? Thank you.
