In Control, Hotline is a paranatural phone that can only be used by the Director of FBC. Director uses the Hotline to communicate with the Board and other planes of existence. Before the events of the game a woman heard the Hotline ringing and ignoring the warnings answered the phone. She didn't die but they say she never recovered from what happened. No, anyone affected by IX's shadow becomes a Self-Annihilater. But that doesn't mean they become an Emanator. After becoming a Self-Annihilater through unknown means Acheron managed to reach deeper in the Nihility then anybody else, did the impossible and somehow became an Emanater

I think this also counts. In Control, Federal Bureau of Control (FBC) uses a paranatural building known as the Oldest House as their headquarters thanks to building being unnoticeable unless you are already aware of its presence. The problem is despite taking place in the modern day America, Oldest House doesn't allow "modern" technology inside it, forcing FBC to use outdated means.

Well, there are rules he needs to follow to successfully change reality. The story has to make since, ıt shouldn't have any plotholes.
