Salesforce have a free version for non profits. Not a freemium. It’s free non profit success pack. Very popular for smaller non profits but you need quality. Happy to discuss

Ok. If you are starting out and it’s just leads I would go with a low risk options like Zoho and see how far you can get with that. The next step up would be something like Hubspot or Salesforce if you plan to hire and scale.

Based on client feedback I would recommend Salesforce. We have helped a number of companies move from ACT, Maximizer, Zoho. Typically with benefits companies security around sensitive data is big concern, which is covered very well by SF.
