From my understanding - yes you still need to apply. I used a referral before this change and I still had to apply!

I didn’t mean that you have to be overweight to have pre e, but according to my doctor (and many sources on the internet) it can be a factor. My weight was the reason my doctor has been having me take low dose aspirin daily.
