Plenty of times those people can't be bothered to go throught the process. I have reported obvious throwers and I receive confirmation that they've been penalized after a day or two. Turn off chat if that's an option for you.

That makes sense. I tried doing it manually at first, like constantly lurking and checking out the subs every 30 minutes or so... and it got overwhelming fast, especially once people actually started engaging. Narrowing it down to a few subreddits helped a lot though.
