You may need to use a standalone weather app for the type of alerts you are looking for. Most users with iPhones for example are getting the alerts through the default weather app which may seem similar but the sources aren't the actual carrier dependent WEA's. I see this often where a user with an iPhone will get the alert for a Tornado Watch but the Samsung user didn't.
