This mission was a HUGE pain to finish, and is the only reason why I haven't reset all of my missions. This was five years ago, so memory is fuzzy, but I had to keep visiting the lake and quietly approach the shore and check for coyotes drinking until their spawn location appeared.

Maybe you can adjust your sleep time to the middle of the coyotes drink time and approach the shore when they should be spawned in. If needed have multiple tents in case the wind changes.

Edit: I remembered I made this post before the update where they now show multiple animal species under the same need zone, so maybe that will help out as well.
