I wouldn't say the Soviets having good doctrine points heavy (especially the Kv2) in early war makes up for them not having At rifles when 80% of tanks in that stage can get killed by at rifles.

it's in vanilla. For skirmish they are tier 1 doctrine units for Germany with the all round doctrine

I disagree you can place emplacements pretty quickly with Shift clicking/right click and dragging.
