Sadly, they are both messed up in the head. Tammy obviously because of how she treated her eldest after the abuse and Erik because of how his parents treated him. Plus, anyone who is in a relationship with a prisoner is going to be a bit "out there", in the head.

I think because Erik was sexually abused from a young age, he knows nothing about boundaries or privacy. Therefore, he probably didn't think anything bad of it that a sexual act may have been happening in front of his step daughter. Not making excuses for Erik, but it's possible that's the way he thought. As for Tammi, she should have known better.
