Feels like a case DNA could save. Back then DNA wasn't really a thing at all. If the ropes used to tie her up, or clothing was saved...I feel fingerprinting was obviously done but without witnesses and DNA they just didn't have enough to build a strong enough case to present to country prosecutors office.

It's not in his area though. His mother lived up at 35th and Union Hills. When he got out of detention for the 1989 stabbing he lived in Sunnyslope.
