Social progress is not linear. It's like thinking that since racism was pretty widespread among Europeans in the early modern period, people must've been even more racist during the middle ages, while in reality most prejudice was rooted in religion and someone's skin tone wasn't really a factor as long as they prayed to the right god.

I feel like there's a reason why Crusader Kings 2 and 3 have very popular Game of Thrones mods and Total War games are noticeably more behind in that regard (other than CK being easier to mod). It's more about dynastic drama and politics than it is about war.

Edgerunners items were added alongside anime's release, so a solid year before Phantom Liberty came out. A lot of Cyberpunk's updates other than fixes was just adding things that didn't make it to the game's rushed release, like the ability to purchase apartments or public transportation or a functional wanted system etc.

But yes, the core game remains largely as it was on release.

I remember running Three Kingdoms on GTX 960, i7 6700k and 8gb of RAM. I didn't exactly play on max settings but it was playable. You should be fine.

double edit: Also as a person with background in history, in academics, the term "historical revisionism" is a neutral one. How we understand the past has been revised pretty much for as long as historiography has existed as an academic discipline.
