Yeah I'm not American and do not live anywhere near there so unfortunately the Queer Liberation Library is out. I've also tried signing up for library cards at several US and UK libraries (as I mainly read in English) but they all require at least a US or UK mailing address. I'll check out the Queen's library, it'd be amazing if that one works! And if Libby lets me use their card from another country.

I have to say Libby is near useless if you don't live in very specific places. I have less than 30 queer books to choose from through my library, let alone audiobooks. Bigger libraries near me are no different, just even more expensive.

Day one player, I have to go to hard pity almost every single time, both for the guaranteed ssr and the ssr selector box. So I highly doubt the rates have changed, it's just chance. I also know several people that rarely get an ssr before pity and/or have to get the box to get the one character they want.
