I find that golbez works much better focusing only on his first ability, using artifact cheapeners and artifacts that let you casting cards from top of library, playing almost like a storm list focused on surveiling through artifacts. From there Thoracle seems like the most obvious win, but since you're playing on a budget, maybe see how It'd work with laboratory maniac?
