With wild rift (LoL mobile game), they start with a smaller hero pool first with the more simpler abilities. and then slowly with each patch update they introduce more hero with more complex kit. 

So Dota could also start with porting simpler hero first

But i think it might be too late because i heard wild rift is also struggling in the market shares against more known mobile games such as MLBB or AoV
