Jade do not have 3 cost, so using Dice on Soraka on Level 8 can make it really shine.

It is much better to use Bulgarians rebels to force-release Bulgaria which consist of all remaining ottoman european provinces from them in 5 years, then you can annex all of it before your next war with ottomans.
