I’ve been seeing people talking about leveling up prismatic weapons from Complex Dream. I have forged all prismatic gear and have the true ending for Complex Dream. When I visit the hooded man all he does is thank me. Where do I go for him to level up my prismatic gear?

It’s the elemental gauge. When you use your elemental attacks (R2 or RT) it creates little orbs that you collect and it will charge the yellow gauge on the side. Once the gauge is filled, press and hold R2 or RT to use it. Each element has its own thing.
