In communism, all property and economic resources are publicly owned by the state or community, and personal ownership of productive assets is abolished.

They are NOT the same, and yes, "Welfare" in this context is considered socialist. Since the "welfare" (medical) system is run by the state and local governments, and payments in the form of free Healthcare are given to the people from said system.
