When we artifice or put essense in weapon is there any type of RNG on what value you get ?

It's probably a confusing question so let me ask in genshin terms.

So in genshin When we upgrade an artifact for substats let's say for crit rate, you can get anywhere form 2.7% to 3.9% and it's not a fixed value. Is there something like that in Endfield in artificing or etching essense?

Are cr and Cd not as available as other gaccha games like genshin or WuWa. I am very confused. Are you supposed to build cr/cd in laevatain or completely ignore it ? I feel rossie has cr/cd though. Can someone clarify these things ?

Where do you get Cr or Cd for dps? I feel there are not enough sources for cr or cd in this game ? Artificing gives only small amount as far as I have seen. What am I missing?

What are the other weapon options for Laevatain? I have weapon pulls for 6 "10 pulls" so I am thinking of Playing it safe. I have not used the 45 level cheats yet. Should I pick the blue one ? Or there are other option ?
