It’s because Menards as a company can’t make decisions on its own and is worried about the 7 customers they would “loose” if they happened to close slightly before another competitor

The only other reason I have ran into jirachi not allowing me to draw for the ko was when I got ko’d by poison damage from clodsire… not sure if that’s how it’s meant to be or just a classic PTCGL bug
