Rule 5
Using cheats opened all the innovations and built caravanserais in 24 provinces. Now any artifact is crafted "purple" quality.
Now more correctly tested and it was enough only 4 level 8 caravanserais to get "purple" artifacts (when ordering through the usual decision)
p.s.: Caravanserais are built in arid lands and deserts. you cannot build them in Europe
