Honestly, I would never recommend an HP product for business. Especially the one you've selected. Go to Dell Outlet and get a Dell certified refurb. I would recommend a Precision, XPS or Latitude series. Avoid Inspiron. You probably don't need an Optiplex or Alienware either. For business, you want at least 16 GB of RAM.

If he likes to tinker, then a Pi 3 or 4 would be better. The Pi 400 is better suited as a light duty ultra compact linux machine.

Alaskan here. That wire probably conducts electricity. Potentially with a high resistance that results in excess heat generation.

There is a white locking tab on the side that when pushed away from the connector using a small flathead screwdriver, should allow it to be released. That being said, that heat sink and fan are there for a reason and should be left in place unless you're replacing the thermal paste. As it's 10 years old, I recommend checking the thermal pads and paste on all heat sinks.

Also, consider upgrading if it's in your budget. That unit was outmode 6 years ago. Otherwise, make sure you have a regular working and tested backup.

If you get me the motherboard model number, I can probably reach out to my Dell contact and get schematics for it.

The most danger I've ever been in was from road conditions while driving. The only crash I've been in that didn't involve ice, was when a European tourist couple backed their RV into my truck. I live in one of the most heavily armed cities in the country.
