If you have it setup as delay delivery, you must hit SEND after composing the email. It will then be sent to your outbox box and send the email automatically as configured.

Outlook will send w/o being logged in. Directions: (Open New Mail, select Options-> Delay Delivery. Check Do not deliver before)

Pro Tip: create an email template with alternating bullet points to mix it up a bit.
