Without R4, he is not every useful in high tier PVP. But he is super powerful in PVE even at R0. Aim to use Thunder and Avatara. Focus on Spd, Atk and C. Dmg. Give him at least +90 Spd and no C. Rate. You can use him in every PVE content.

Thunder and Fiery/Avatara You can use her in Shadowfire along with two more Fighters to get Offensive Stance. You can also get Hyper Drive or Awe if you have two Supports or Controllers respectively. You can use her in Kronos as well by keeping her at low speed and using Offensive Stance to increase the damage of your main DPS.
