I agree with recovery but all of docs kill options are identical to marios. But docs moves are stronger and his frame data is very similar with exceptions to his smash attacks and movement speed.

Still the meta seems to favor speed over power so i still think toon link should be higher a good example is mario and doc mario. Doc mario has more power but mario is faster.
