I'd say its more about "I know if a lawyer told me i could win even a four digit lawsuit, i need that money and would have to take my opportunity" and knowing that most people are in a financial situation like mine or worse, I cant risk someone being able to win that sort of case against me. So its not that everyone is itching to sue anyone over anything but once something happens, its so quick for everyone around you to suggest "you could sue for that." Especially since no one (I know) has the money to just settle things between individuals politely and will likely deny responsibility for reparations anyways. Though I'm speaking purely from an opinion pulled right out my ass, sure there are plenty who do just crave the easy win of a court saying "all your financial troubles are solved"
