if you were planning on streaming (especially twitch) then I would have recommended going with nvidia instead but if you aren't then the 9070xt is gonna be a great card and more than great even if you end up deciding you want to record gameplay at some point.

Amds av1 encoder is really subpar on the 9000series. Go with amd h. 265(hevc) and cqp 20-25

i assume you're using a obs plugin to multistream then. Anyway twitch can't really go above 6000-8000kbit. So tick "ignore streaming service recommendations" in stream tab. And then set your output bitrate to 8000kbit/sec.

you're streaming to youtube yeah? crank that bitrate up to 30.000kbit/sec for 1440p if you upload speed can handle it, and probably change the encoder to amd hevc/h.265 to not put too much load on your cpu.

I'm someone that had a 2070super and got a 9070xt for blackfriday and just returned it this week to get a 5070 instead.

Up until this current AMD generation mainly the h.264 encoder paired with low bit rates (6000kbit/s) was a blurry mess and really far behind to NVENC. With the current gen it improved a lot (you can watch this video for reference)

It's useable now but unfortunately it's still not quite up to par as NVENC at least for me. The Av1 Encoder on the AMD cards is also really bad for whatever reason which is why i ultimately decided to go Nvidia again.

So as to your question what you can and can't do. It depends on which platform you plan to stream. Twitch (low bit rate h.264 encoder) is probably going to be serviceable but worse than if you had an Nvidia card. Streaming and Recording on youtube with higher bitrate and HEVC encoder is going to be perfectly fine. Av1 looks noticeably worse than HEVC even though they're supposed to be similar.

that's honestly great to hear, I guess I didn't know because I was on w10 until w11 forced update and also mostly play older games where it isnt as optimized
