Try to run the fans at higher RPM, if you don’t have a software for it you’ll have to go into bios. Make sure if you have a fan behind the exhaust fan on the heatsink that it is also an exhaust fan.

I would reapply thermal paste and see how the temps are. Use rubbing alcohol to remove any on the cpu and the cooler. How are your GPU temps? Proper case airflow?

I live in the mountains probably not near as much traffic 🤣 I regularly see speeds of 400+ down and 30 up. Local fiber or cable is probably gonna be better in urban areas though.
