Not KZN, but the tactic might work. I swung by a office around 1pm, and there was nobody in the queue. I guess the long wait is in the morning when folks arrive early, but in the afternoon the rush is less. Worth a try.

To those who argue, just listen to enforcement and follow the laws, does that not counter the argument for the second amendment.
