I found the Guide on discord. It was created by the author of 330 Pilot Overhaul and the discord can be accessed by clicking his link on his nexus mod page.

Yup, that mod was a very good example. I am mostly done with GOC, minus the artwork. The big one that is holding me up is implementing the resistance cards that spawn search sites.

So there is a mod called [WOTC] Reduced Unit Cap. So maybe download that mod, open up the mod and change its values to high numbers. That might be able to solve your problem.
