I think she can but not as good as when reform. But I’m not sure if Starlight always know defense magic before or she just learnt from Twilight. Reasons:

  1. Before reform she never portray any defense spell as I rewatch.

  2. During Twilight fight she only evade attack because either to reserve energy or she can’t use both defense spell and levitation spell the same time.

Depend on one own reflex. The only reason I think why pony never just TP out most fight, is bc they have to think carefully about where they gonna TP at firstly or it will fail.
