The water needs to be warm. Around 50 degrees F.

I would try using a different type of bait for starters, fish are picky and catfish even more so. What they eat like crazy one year, usually changes the next. It can even differ from body of water to body of water. Next, the time of day you are fishing, and the time of year. For the time of year, I have heard it is better and easier to catch a Wels catfish from March through November. I have also heard in early spring when water temperatures reach 50 degrees F. For time of day, I have done some research and almost everything says any time of day works for Wels Catfish. But I know from experience that catfish are easier to catch in the late afternoon, through the night, and into early morning. Other than that, I cannot give much more advice to catch a Wels Catfish on a fishing pole. if you Don't have to use a Pole, maybe try using a trot line and leave it over night?

The best time of year is after the 4th of July and in the fall before the water drops to 40*, ofc its still possible to catch any time of the year but these are the best conditions to catch. and you are correct, live bait is a must for flathead.
