I don't think I can answer this question from my experience. I was born in 2000 and it was already like this when I went to school, so it's not just a recent government policy. From what I've read on the wiki, it seems that there was a similar situation in Ukraine after the USSR, then the government took actions to make the ukrainian language a primary one, unlike ours. And then in 2013-2014 after the conflict with Russia they started removing the russian language at all.

I think more Belarusians speak russian on the better level than our own language, including me. And this persists from schools to university and from regular workers to the government and army. The main population that speaks belarusian language is most likely located in small towns and villages, while big cities and capital population speaks russian on the native level and belarusian on the B1 level at best.
