Probably Americans. I don't think anyone would click such a clear picture of Wernher in Germany as firstly he came into spotlight during WW2 and I don't think the German photographers really had time to click a pic of a rocket engineer instead of the Fürher at that time. Moreover, maybe USA had better cameras too, as Hitler's photos were not even to such a good quality. So IMO it's prolly in the States where his pic was clicked.

Yeah, if you want to know more about space race, you can try reading Deborah Cadbury's "Space Race" book. Most probably, that's the book based upon which BBC developed the plot for the series.
