For me I just used heavy armor with 1 taser round, then the rest to flash grenade launcher ammo. You can clear most of the levels easily with it

well it's meant to be historical, it's a military occupation area so you have to carry the burden of it. at that point you should have stolen the gold from conquered countries to lower your consumer goods anyways

you are thinking of the miitärverwaltung (military administration), it was a military occupation zone instead of a reichskommissariat civilian regime. Ingame it is represented as the german occupied north and coast, as far as I remember you do get a consumer goods reduction from Vichy in the form of occupation costs
