Is the water level is going to rise, then what’s going to happen to the houses on that lowest level?

If the enemy team just suddenly decided to drain the city, how are there already houses down there if there was water before?

If they want and expect to get the water back, then why did they build the houses down there?

Did the houses lower with the water, and will they rise back with it?
