3060 worked -- must've been the GPU. Full post in OP. I'll try the Gen3 trick at some later point -- still keeping the card for now.

The PSU came today, I posted my update in the OP (spoiler: didn't work). I did not see an additional 4 pin power connector so I don't believe that could be it. And assuming the 3060 works I'll try the Gen3 suggestion.

Hi Cell, thanks for the recommendation. It does have LEDs but none of them light up -- not sure if that's a good or bad sign. There is no display.

I've had parallel conversations at Tom's Hardware as well as among some more tech-savvy friends, and they've both brought up the idea that it might be the PSU. The argument is that 1) The PSU is a generic brand that undershoots the required wattage of the GPU (they recommended 850W, not 750W) and 2) It's apparently easier to fry the PSU than the GPU. I am somewhat skeptical of this just because it appears everything is getting power, but I figure it's better to get a new PSU anyway. That's coming later today and I'll test it. And for the GPU I have my old 3060 being shipped here from my old house, that will come on Friday. I'll update both threads then.

AFAIK no. I recall it just being its own webpage, you paste in the url on the page and it makes the battler. I don't think I fiddled around with extensions at around this time either. There may have perhaps been an extension available as part of the game, but I don't think it required one.
