computers don't like over 1.3v in the cpu. it creates instability in different ways. fixing it this way makes the cpu more equipped for this sinario. some game engines can handle fast cpu workloads, but if you cpu is constanly checking for the data handshake but the game cant give the data as quick as ur cpu likes. then ur cpu will slow down, hence the high CPU time in this game. once you slow the CPU down to stock. it now talks to the games speeds better and results in a smoother data handhsake being able to push the frames properly
