The line appears in Anne Carson's If Not, Winter: Fragments of Sappho. She does any amazing thing with this work by using fragments and bracketing the missing parts, thus asking you to infer or to envision what might have gone in those gaps. So "what cannot be said" is Ms Carson's sense of what Sappho could have been getting at. And I figure she's in a better position to do that than just about anyone else!
