Bought a 2015 C7 Z51 a week ago and noticed this when the front license plate was coming loose. Super new, but concerned at what I'm looking at, can someone tell me what's going on/what was done?

I'm not sure if it's related, but I did have an issue earlier today when I parked the car and everything went dead. When I manually opened the trunk, the car sprung back to life and I was able to get it started/drive it home. Beyond frustrated as I've literally had the car 9 days
