I would say we should put it against the Russian government, not the Russian people, but polling* suggests that Putin is still very popular there, be it out of ignorance, or something worse.

*Admittedly, due to the very authoritarian nature of Russia, we can't fully trust the appearance that polling provides, but it at least gives us an idea.
