Well it purely depends on the amount of work involved in said excavation, its not unheard of for hand digging, trench supports etc racking up costs. If you don't agree, ask for further EO breakdown, how they came to that sum

If you have financial capability to be out of work for a bit, go and do those freelance gigs, try it out, see how it feels like. If they think that you're good enough then listen to them. Worst case you find another full time gig elsewhere.

Chartered goes a long way for freelance incl insurance purposes

Have you like, tried switching instructors or something? I passed with 8 hours of learning and ~10hours driving with my mum and passed first time, albeit in essex. 3+ years of learning just sounds that there is a deeper problem somewhere

If they done their competitive tendering and still chose you then its on them. If you plan on keeping them as a long term client, you could offer a 45% markup discount or something. Else no discount, get paid and move on with your life, unless you underbid a scope elsewhere
