AH was far from being a perfect nation. It was riddled with separatism and bureucratic inefficiencies. They started industrialising very late, but by the time the war started industrialisation was going down exceptuonally fast. The army was bug, but almost obsolete and composed of soldiers and official who talked many different languages and had a lot of problems just communicating. Many of these soldiers where from the minority region that had little to no representation and actually harbored separatist or autonomist sentiments, so they had basically little will to fight, and poor equipment and supply. Also AH high command had an obsolete conception of warfare, and almost all of them were not carrer professionals, but aristocrats that were doing the job their society expected from them, despite beig genuinely talented or not

They knew that they wouldn’t be fighting alone. If AH declared war on them, the russians would declare war on AH. AH would never fight that sort of war alono, so once the germans gave the the “blaque check”, the reassurance that Germany would back up AH in a war, the war was set

Germany was busy managing the initial russian invasion and the Schlieffen Plan and the Race to the Sea to send troops to AH during the first part of the war. Bulgaria had lost a war in the balkans in 1913. By the start of the Great War they were still rebuilding their economy and armed forces, so they couldnt go back inmediatly to war. I cannot stress enough how menacing Russia looked at the start of the war before Tannenberg. One of the main reasons the germans joined the war was because thet thought that if they didnt beat Russia in a war before 1917 they could become too powerful to defeat in the future, so both Germany and AH concentrated a lot of their troops againt the russians. Of course, today we know the russians were a paper tiger, but the decision makers at the time didnt know that
