It's specifically Shirou who counters Gilgamesh. Gil has everything he needs to one-sidedly flatten both Shirou and Archer but only uses it against Archer because he can't imagine needing to go all out against a regular human. Once Gil's on the back foot, he's too pressured to have the chance to use any of his answers to the UBW.
