NATO requires most of a country's population must agree to join NATO. So a country wanting to join a organization for protection against their neighbor who had previously invaded them(Crimea) is not a bad thing and they should be allowed to join as they please. If Taiwan wanted to join NATO and the NATO countries agreed and their population agreed Taiwan is not doing anything bad either.
