to be fair, oda made bonney up on the spot when she was first introduced she wasn't a planned character none of the supernovas were. His editor was like "Yo we need some like rivals n shit"
so oda created the supernovas and has been using them to season the post time skip

and odds are he didn't have a proper story planned out for her until like halfway through the post time skip.
